I believe it is the same as in England, sockets should be no less than 450mm from floor to bottom side of sockets and switches no more than 1200mm to top side of switch

I dont know weather scotland follows british standards though? Heres a PDF file (check page 29 section 11.1) which does clearly state that max is 1200mm min is 450mm

new build or refurb?

refurb; Whatever height(s)s you like, so long as the flex on a plug doesn't bend too much from the socket being too close to floor..
new build; "Disabled" heights.
