what happens to non-payers, just bad feedback?

eBay cannot take money from your Paypal account, nor can the seller.

You will most likely be given negative feedback by the seller, and be reported as non paying bidder. I suggest you read eBay's Unpaid Item Policy

Buyers automatically enter into a legally binding contract to purchase the item from the seller if they win the online auction or use the Buy It Now feature. eBay's Unpaid Item policy requires buyers to pay the seller for the items that they commit to purchase.

Sellers can file an Unpaid Item dispute with eBay for each of their items that are purchased but not paid for. eBay will issue a strike on the account of the buyer who does not honor their obligation to pay (unless the buyer and seller mutually agree not to complete the transaction).

Note: If a buyer gets too many strikes in too short a time period, their account will be suspended indefinitely. In some cases, limits may be placed on the buyer’s account in advance of suspension.

eBay can suspend/terminate an account for that, bad feedback, and unpaid item strikes are possible too. I wouldn't refuse to pay unless there were a really good reason. I'd go through all options - contacting the seller, and possibly reporting the item not as described. Please don't refuse to pay without a good reason unless you just don't care about your reputation on eBay.

no lol, they ask you and if you don't pay you get a strike sent to you and then you can continue until you get three and then they get rid of you off of e-bay :-)
