It was Germany under Bismarck. If he had done nothing else, he would be famous for that.
The USA was actually a late comer.

The UK had some kind of Social Security programme long before the 1940s. although I agree this was when the current 'Welfare State' began, following the Beveridge Report prepared during WW2. Old Age Pensions were introduced in 1910 and Unemployment Benefit (means tested) between the two world wars.

However, long before that, there was the Poor Law. Introduced during the reign of Elizabeth I this laid the onus for supporting the poor on local parishes. Because this became quite a burden ('The Poor Rate'), people would be moved from parish to parish. Eventually, during the 18th and 19th centuries, the Work house system grew up whereby people had to go into such and endure quite harsh conditions (husbands and wifes seperated, for example). This system lasted until the 1940s.

depends what you mean by social security - basically started in the victorian era - some early milestones would be the activity (although limited ) of the american government during the depression-

The most comprehensive type of social security incorporating free health care and unempolyment benefit could arguably be said to be the British in 1940's with the intiation of the NHS
