Because people will pay more -- it's a simple matter of supply and demand. If restaurants have no trouble filling the tables during their peak dinner rush hour at higher prices, then it is good business for them to charge the highest price that the market can support.
Restaurants operate on VERY low profit margins, especially in a high-cost area like San Francisco. Therefore they have to count on premium pricing during peak dinner hours to have enough in revenue to cover their operating costs. It may seem unfair to us as the customers, but believe me, most of these restaurant owners are not getting rich.
A great solution for many of us on tight budgets is just to eat out at lunch instead of dinner more often. It's healthier to eat your main meal earlier in the day anyway!

Mainly because no one wants to pay that much for lunch. To attract customers and be competitive with other businesses, lunch has to be less, even for the same meal. Usually the dinner does include a few extras though.

lunch they may offer a soup or a salad with it and dinner they will offer soup and a salad rolls and dessert with it that will raise the price by 5 or 6 dollars and breaskfast is the cheapies to perpare and serve it will cost the resturant about 50 cent to perpare and they will charge you about 6 to 8 dollars depended when you are
