Uninstall unnessasary program
disable unnessasary services {control panel->adiministrative tools->Services}
Do disk defragmantation {Start->Accessories->System tools->disk degrament}
Disable startup programs {Rum->msconfig}
remove spyware,viruses
Do registry cleaning {Using SW System Mechanic}
do disk clean up {HDD right click ->properties->disk clean up}

'Recycle Bin files', Temp files, and cookies have absolutely nothing to do with the speed of your computer. Those files simply take up hard drive space, but are not running, so as to slow things down.
You most likely have viruses and/or spyware.
Make sure there is antivirus on the PC.
Try: AVG - http://free.grisoft.com
-or-
Avast - http://www.avast.com
Also, get some antispyware program.
Try: Ad-Aware - http://www.lavasoftusa.com
-and/or-
Windows Defender - http://www.microsoft.com/athome/security/spyware/software/default.mspx
All programs listed are free...

If you've noticed that it slowed down, it might be because you're having programs running in the background... You should also have an anti-spyware like AVG for example, it's free
Check also your windows task manager (ctrl+alt+delete) to see which programs are running

you may need more RAM.... if you are runnign windows XP you need 256 RAM OR higher.128 is ok but for best results use 256......
Try defragmenting your hard disk(search in help center how to do so)
As a last resort check whether your cooler fan is working...
if it isnt this means your processor is getting overheated and this slows down your PC a lot

you need allot more than that dude, only in time and practice with the right programs will you be able to maintain your puter,,,most spyware remevers are in fact the wurst to add there own spyware, Recomended from others in,- spyware, adware and tuneups are recomended,,using ones off the net only make the problem wurst..seek a puter geek, Xtra Tools, from Godlike developers helps, but thats only the start, you need to learn to HOW TO, use your own puter , goodluck
