They want to send $574 to have a atmcard sent to me. Worth 8.3 million USD. Is it real or a scam?

it sure sounds like a scam but if are really curious. ask them if it is ok for your attorney to call meirs and even if you are hoping it is. I would put money on it it is a scam hon. sorry.
