That question can be interpreted in the eyes of the tickler and in the eyes of the ticklee.

In the eyes of the tickler, a person can be too ticklish if the ticklee screams and flails wildly at the slightest touch and, if pinned, pierces the tickler's ear drums and wakes up the neighborhood due the shrieks which replace laughter. There may also be a serious health risk to the tickler which might result in a broken/bloody nose, a black eye... any undesirable reaction for the wildly ticklish victim.

In the eyes of the ticklee, they are too ticklish if:
A) They are tickled and they hate to be tickled.
B) They are tickled and they are not in the mood to be tickled by the person(s) tickling them or not in the mood to be tickled at that time.
C) If they are unable to enjoy foot massages or pedicures because they cannot control the laughter.
D) If it physically hurts them when even the lightest touch on their feet (or other "ticklish" places) actually causes more pain than pleasure.
E) If the ticklee really enjoys being tickled but cannot handle it because they are so ticklish.

There are other situations when somebody can be "too ticklish" as well. The bottom line is that tickling should always be consensual and the tickler should always respect the ticklee's limits, feelngs, concerns and desires.

over tickling and therefore, I suppose, being too ticklish can lead to aperson breathing off all their carbon dioxide through laughing when tickled which can lead to alkaline pH levels in the blood chemistry (alkalosis). this can result in muscle cramps and, in extreme, unconciousness, cessation in breathing and death...Sucks huh!

yes. something that people take way to much advantage of. and it sucks. The fact that i spasm uncontrollably when people tickle me doesn't help much.
