I have found that "recovery" from abuse or addiction
involves similar stages to "grief" related to death or
any traumatic lifechanging experience. So I would model
any mnemonic after the reality of these stages, to remind people that confronting change may not be instantaneous, but it does not have to be impossible or intimidating either.

Recovery from drug abuse and addiction requires serious internal work, and cannot be fixed with some magic slogan.
So I would get out of the "denial" over this, and go for in-depth analysis of what solving the problem REALLY takes:

RE: Five stages of the grief process

The stages Kubler-Ross identified are:
Denial (this isn't happening to me!)
Anger (why is this happening to me?)
Bargaining (I promise I'll be a better person if...)
Depression (I don't care anymore)
Acceptance (I'm ready for whatever comes)

D - Don't stay in Denial
R - Release anger and negative thoughts
U - Understand and forgive Unconditionally
G - Get past depression / Give yourself time
S - Spiritual acceptance and balance in life

I would put "ANTI" in front of DRUGS so you are
not promoting drugs, but are clearly "ANTI-DRUGS."

Addiction (or Abuse) Needs True Intervention

These are just examples. If you want please look up the 12 steps program to see what it takes to undo all the levels that result in drug addiction, and summarize those realizations and changes in your own words that make sense to you.
