This EO is basically aimed at people supplying funding to terror groups or backing insurgents in Iraq. Looks like it may be used against Iranian holdings, since this comes up right after Iranian weapons and funding are uncovered. Or it could be used against mosques and others who gather and transmit funds to fund questionable organizations. It backs up E.O. 13303 and 13315.
