I think my first title looked like I was giving help rather than looking for it.
It's a movie I think originally in japanese, that was dubbed into English.
What I remember of the movie was a guy named Cloud (in english dub) and he had the power to control water.
At one point in the movie, he tore his arm off and threw it into the water, I don't remember why.
There was also a guy wearing green most of the movie who controlled fire.
And it all culminated in a fight against an old man who I think controlled lightning.
I know it isn't the title, but, the closest thing in my mind is "Blade Runners" which isn't on IMDB or anything.
I really think my brother would enjoy this movie, so any help is appreciated!

Hmm, while, no doubt, this is the right series, what I am looking for is a live action movie.
These all appear to be animated. :[

...the character of 'Wind' and his adversary, 'Cloud', appear in four, count 'em, four movies, in an entire series, entitled:
"The Duel"
"The Storm Riders"
"A Man Called Hero"
"Wind and Cloud: The Storm Riders"
...what you're looking for, is definately to be found amongst this series; they are all most excellent martial arts fantasy/adventure epics.

...I cannot possibly emphasize any higher, as the outstanding excellence of these films speak for themselves (and one of the films DOES match your most visually descriptive sleuth), but...BE MOST REST ASSURED, IF YOU PLEASE, WITH THE EXCEPTION OF SOME OF THE MOST OUTSTANDING AND EYE-POPPING CGI SPECIAL EFFECTS, THESE FILMS ARE ALL LIVE-ACTION, AND NOT ANIMATED!!!

Could It be Blade Runner that was made in 1982, Main Actor was Harrison Ford.

the two The darkish Knight, The Descent, The Departed, or The Deer Hunter. Die hard, Donnie Darko, and District 9 might nicely be thrown in there too. -_- i could no longer choose for one. BQ: there will be Blood, the recent international, or enter the Void.
