well it really depends on what you are trying to swap. some things are legal to swap others aren't, but you can usually find at least one website for what you are trying to swap.

To swap things on the internet, you use the internet or the website server as a middle man, take E-bay for instance, you swap money for goods, what happens is that Pay pal takes your money from your account (with your concent) and the people send the goods out to you, and if they don't then Paypal will give you your money back and take it back from the person that you paid (well after a while they will get it back anyway).

If you mean computer files, run a Google search for P2P. Meaning peer-to-peer, and choose one. Download and install it. You can search for the files you seek from within the program. Some examples of popular ones are:
Frostwire/Limewire
BearShare/BearFlix
Bit Torrent, et al.

However, if you mean stuff, like items/merchandise, eBay is one of the most popular.
It is relatively safe, but there are very, very many people who use that service and you have to expect a certain amount of risk.
