I had the same problem with my mouse so what i did was take the ball out and if you notice there is a little screw take a Phillips screwdriver and remove the screw care full when separating the top from the bottom that the scroll wheel doesn't come out.

After you have separated the top from the bottom you'll will notice 3 small rollers 2 long ones and 1 short one, OK the first thing you should do is run your fingers along them if it feels rough take a finger nail file and gently scrape them roll them between your fore finger and thumb and scrape the small bumps off of them. rub your finger over them again you should have a smooth feel to them.

Put the top back on to the bottom replace the screw and tighten put the ball back in replace the ball holder and that should solve your problem

Did the mouse ever scroll? If it did the drivers were loaded for it, and they are simply not being accessed by the operating system.

If it never scrolled the drivers probably weren't loaded. A scroll mouse will act like a normal non-scroll mouse without those drivers.

When you bought the mouse it should have come with a driver disk. If you have the disk you can simply run the setup program for the mouse. If not you should be able to download drivers from the net if you have the mouse' model number.

Yes as flowergirl said you must take them apart every once in a while and clean them.
