newborn mice do not have any hair, yet they are mammals. What does this tell you about the genes for hair in mice at this stage of their development?

The gene for hair production is under the control of other transcription factors....which express first and then activate this gene....so it gets expressed a little late when the right stimulus comes

That the gene has not yet been expressed at this stage of developement.
