The only thing that this person can do is go to a massage therapist or a chiro and get adjusted, then have the therapist do cross-fiber friction. I am a massage therapist and also had to have surgry for scar tissue obstruction. Sometimes they wont perform this because it will make the scar tissue grow back faster and worse than before. Ask a therapist for some good stretches also. It will hurt when they do the friction, but it will losen it up a little. It also depends on the person's age.
