This is a hybrid Dahlia.

Hard to say which exact hybrid without more photos but looks like someone has played around with the western pinkie, valley porcupine or could be any of numerous Dahlia hybrids. Many growers try each year to develope new hybrids as it is a way of making good money if you can create something popular. Most Dahlias are hybrids that se see in gardens. There are others but are not considered as atractive as the hybrids so are not planted as much. These hybrids are usually Dahlia coccinea x Dahlia pinnata.

Despite what anyone on here is telling you if you look at the leaves and buds and have a Hort degree you will know it is a Dahlia Hybrid. I have my books open in front of me with the exact same flower stamens etc . It is what is called a hybrid catus dahlia due to the shape of the flower.

They usually reach the peak of their bloom after the longest day and stay in bloom till cold or frosts appear.

The back of the flower looks like a chrysanthemum (of which there are many varieties); the petals remind me a little of a camillia or dahlia.

Yes it's a "Dalliah", what variety I don't know! It may be a new variation.
