She should make a real effort to never be alone with this in-law. If it gets bad, she should tell someone in the family she trusts. The creep will deny it, it could start problems, but in-laws like that are scum.

Tell him to knock it off, or she'll make it really hard on him. That she'll tell the whole family or something. Make it very clear that his flirting is not welcomed.
