Since atoms have a very strong bond holding them together it takes a lot of energy to split or smash them.

This requires a cyclotron, while you can build one at home powering it will take a whole lot of money and getting a building clearance for it would be very difficult. Anything short of a cyclotron won't work, the strong nuclear force is too strong to break up the atom.

However, there is a way to add or remove electrons from atoms. We call these batteries. You can also do it when you build up a large static charge. There are other chemical processes that involve the exchange of electrons, in fact this is the basis for all chemistry. These ideas aren't exactly splitting the atom, but they are subtracting or adding parts to it.

A cyclotron is a huge elector-magnetic ring that takes particles, like from a radioactive source and accelerates them to near light speed. As you can imagine it takes a lot of power to do that, it also take a huge amount of wire to make the winding for the electromagnetic coils.

As a science project I don't recommend it unless you have resources of a major university.

Yes, take some charcoal, 0.0000000001% of that is radioactive. Wait 5730 years (give or take 40) and half of that small percentage would've turned into nitrogen (because the Carbon-14 atoms split).

I would love to watch...how exactly you could pull it off without some seriously expensive equipment I don't know, but if you figure it out let me know.
