Yes, power outages happen in LV too. I have been in LV a couple of times when there were outages, including this past June when high winds knocked out the power to a large area. I have seen the power go down to one hotel several times, but never to the entire strip at once.
I don't think that's what you mean though, if you mean have the lights "on the strip" ever been shut down intentionally. The answer to that is also yes, they have been dimmed on several occasions including the deaths of JFK and Frank Sinatra.

The first time ever the lights were shut off in Vegas was when Sammy Davis died. I happened to be there then.

All big hotels on the strip have their own back-up generators so the chances of them all failing at once are practically zero.
