I feel bad for you.
First off it depends on your age. I suppose there isn't much you can do other than sit down with your parents and tell them how much you hate that they are drug addicts. They wont quit until they want to or they get busted and go to jail.
As for the person you love. If that person does not like you then you need to move on. You cant force someone to love you back. Keep looking, the right person will come your way.
Try seeing a counselor, I image you are school aged. Talk to one at your school, when you go back.
