Even if you have the child for the week, month, etc, if the mother has full custoday you still have to pay the support. But if she's behind the court order you need to do something about it. You can't afford a lawyer, but some lawyers will let you do payments and if you get custody the money you were paying in child support should pay the lawyer.

every state is different (slightly) about these guidelines (all of which were federal, which all states adopted).
married or not; how the child got here is a moot point. all the court cares about is the child is supported and doesnt end up on welfare.
in most states, yes, you have to pay support while the child is with you during the summer. that is so the child has a place to go home to (such as; to pay for the 2 bedroom apt rather then a 1 bedroom apt).
if you feel you wish to file a motion about the summer months issues, just call your county court clerks office and ask where to file a motion about it. its worth a try. as for her not following a court order, simply write that in as part of your motion to the court asking for relief.
as for her not paying medical; thats a broad subject, depending upon her income vs who has the best medical insurance with their job (if any). i take it there is no "co pay". in any case, she DOES pay for medical things; band aids, neosporin, sunblock, pads, acne medicines, cough medicines, tylenols, alergy medicines, wound flush meds, toothpastes, floss, diarea medicines, etc, etc.
granted, its over the counter meds, but its still medical necessities needed for the child.
$400 a month is cheap, but its probably that low from all of the medical considered.
he pays what? 400? 600? 900?
ok, lets see...
-rent; 1000
-electric 300-500
-food 400
-heat 300-400
-phone/cable 100
-cell phones?
-water bill 50
-sewer bill 50
-auto; (for doctors, dentists, take to school when they miss the bus, pick up when sick, pick up medicines, get food, take to activities) 200
-sports? clubs? activities?
-clothing/shoes/boots 200-400 every 2 to 3 months
(seasonal and they grow)
that doesnt even include toys, birthdays, dental, doctors, glasses, daycare, activities, hair cuts, school supplies, school lunches, school projects, class trips, class pictures, over the counter medicines, prescriptions, laundry det, dish det, cleaners, soap, shampoo, toothpaste, acne medicines, bras, pads, christmas, easter, halloween, tooth fairy, birthdays, etc. and sooo much more.
