It's a word that still tests well (as very negative) in focus groups. Most Republican politics rhetoric is written per Madison Avenue techniques, and so subliminal word associations and false labeling are more important than policies, issues and results.

Some people refer to liberals as communists because many liberals adhere to socialist ideals.

There is precedent for Bush wiretapping with out warrant. He is not listening to Americans but to calls overseas. The KGB would want him to wiretap all his opposition.
