I think we definitely need stricter/more punitive laws. On top the cruelty simply being wrong in the first place, it is often a stepping stone up to acts of violence against people, and if left without proper penalties, it WILL escalate.
However, I think you're a tad bit naive if you think that petition is going to have much of an effect. You need to have something very public for anyone in power to care.
