Probably because he doesn't have any money. He used his credit card to get something from ACME, and nothing he got ever helped him get the Roadrunner, so ACME kept sending him replacements for free, which kept failing. It is a vicious cycle, and back then take-out places did not accept credit cards.
If he did buy dinner, he'd have no reason to chase the roadrunner, and therefore no cartoons would be made, and he wouldn't get any money and therefore he'd HAVE to chase the roadrunner and he'd have no money for dinner. Also a vicious cycle

Costumer appreciation maybe? He always bought ACME stuff so he could have gotten nice discounts and free stuff for being such a loyal costumer. Also, the thrill of the hunt!
