(-6a^2b^-2) / (-2a^2b^-3)

I am grouping similar terms togethter so that you dont get mixed up when you simplify exponents,
(-6/-2) (a^2/a^2) (b^-2/b^-3)
= (3) (a^(2-2)) (b^(-2+3)) ....... [because -(-3) = +3)
***Using Rules of exponents:
a^x / a^y = a^(x-y)
and a^x . a^y = a^(x+y) ***

= (3) (a^0) (b^1)
= (3) (b) ........ any number raised to zero is 1....
= 3 b .........ANS

hope this helps!! :-)
