Why is it there, is it harmful, and if so, how can I get rid of it?
There are also liiiiittle tiny silver bugs in there. What are those? Are they dangerous? Where'd they come from?

Do you water with water from a well or is your tap water hard? Have you used a lot of fertilizer? Minerals and salts from hard water and excess fertilizer will precipitate out in the soil.

The bugs may be white fly, if the plants are healthy, don't worry about it.

as the above responder said it could be a fertilizer build up. Just run water through the soil and let it drain out the bottom till the salts are flushed. you'll have to let it dry a bit before you can tell but if its still there, flush it again.
The little bugs may be fungus gnats. If so they are tough to get rid of. If they are fungus gnats, changing the soil completely by removing soil from the roots and pot and refilling with new soil is the best way to get rid of them. hope this helps
