Probably has to do with respect. I would imagine that disobeying this law would normally not get you a ticket because the police are usually more interested in what they are involved in than someone that simply gets in their way. Therefore, the reason to obey the law has never been mostly out of fear of punishment, it must generally be out of reverence for either the police/ambulance or for the situation that they are trying to attend to. As our society has progressed (or regressed), most people have probably lost that knee-jerk reaction to get out of the way immediately when they see the lights/hear the siren. They are so busy and obsessed with themselves and their own lives that they are basically indicating that by their actions.

That has been a problem for as long as I can remember, and I was in EMS back when "Mother, Juggs & Speed" was considered a training film.
One time, back in the '80's, a buddy of mine was forced to go into the left turn lane to get around traffic, and a car turned in from of him, injuring him and his partner and totaling the ambulance
As for not seeing the lights, one time a woman went around police cars, fire trucks and an ambulance on scene and ran into the air ambulance (helicopter) the patient was being loaded on. Her excuse was that she had not seen anything.

All I know is I grew up in California and nobody behaved that way! I even got yelled at one time by a firefighter for following to close (they are so cute).
But since I've lived in Las Vegas I have been apalled and frustrated by the lack of respect eveyrone has out here. I take great pride in pulling all the way over, stopping and hence forth pissing off the jerks behind me. It's a nice way to release stress by pissing off a jerk for doing something right.

In my daily ritual of driving to and fro to all the places I go, I see the same thing, I think it is because people are busy doing there own thing. you can see them chatting on the cell phones, listening to music, talking with a friend and when they realize what is going on it is too late. I am teaching my daughter parents taught drivers ed and a i always to her to pay attention to her surroundings and if she can not move to stop where she is and let the emergency vehicles get out around you. ( I work with a fire fighter, he says of you can not go anywhere stop) ( Plus that is what the law says)

I hate to be cynical but I think it has something to do with our growing disregard for authority.And I just think people are becoming ruder by the day.We are fast becoming a me me generation and this is just one aspect of it.Sad to say.
