Don't think there is enough numbers in the sequence to generate a unique answer. One possible solution is 97. Here's why:

0*2 + 3 = 3
3*2 + 8 = 14
14*2 + 11 = 39 (note that 11 is 3 + 8)
39*2 + 19 = 97 (note that 19 is 8 + 11)

Another possibility is

0*2 + 3 = 3
3*2 + 8 = 14
14*2 + 11 = 39
39*2 + 12 = 90 (note that 8 - 3 = 5 and 11 - 8 = 3 and 12 - 11 = 1)

256 = (8 + 8)*(8 + 8)

120 = 8 * (8 + 8) - 8

To find the simple polynomial answer without actually figuring out the polynomial...
Write the numbers in a row. On each subsequent row, write the differences between consecutive terms in the row above. Continue until all the numbers in a row are the same.
0, 3, 14, 39
3, 11, 25
8, 14

Then add one more term to the last row and reverse the process.

6, 6
8, 14, 20
3, 11, 25, 45
0, 3, 14, 39, 84

So 84 is one reasonable answer. But surely the question asker has a more clever answer in mind.

((8+8)/8)^8 = (16/8)^8 = 2^8 = 256
((8+8)*8)-8 = (16*8)-8 = 128-8 = 120

a. 84: n^3 + n^2 + n, starting from n = 0.
