WOW! That is a great question to ponder!
I think each individual places a different importance as to what they should take.
I would have to have a
Bible
toothbrush & paste.
washcloth/towel
soap
deodorant
1st aid kit
change of clothing
and shoes/socks
pictures of my family
blanket
change of warm clothing
Then I would hope my captors would let me keep it. Providing of course I was that kind of refugee.

There is so much that depends on the circumstances here:
Are you walking? Do you know how far?
Are you certain of aid or assistance at your destination?
Are you alone, or are you responsible for others (children, elders, animals)?
Among the things I'd make sure I had:
Food and water for 3 days
Appropriate clothing for this and the next season.
Any easily transportable commodity - jewels, money etc.
proof of citizenship, birth certificate, proof of education, proof of assets, proof of marriage.
Contact information for anyone outside of the refugee area that might be able to help me.
A good pocket knife, matches and an emergency blanket
And then, in whatever space was left, I'd include photos of loved ones, tools of my trade if my trade were portable, and a book (I'm not religious, but if I were I'd carry a bible).
I'd also include female hygiene products (as a woman I can't imagine dealing with my period without them!), a bar of soap and a washcloth, a pareo or similar cloth that could used for a towel, wrap for extra warmth, tied together as an extra bag.

You would first want to have cash, plus credit and debit cards. Then pack small amounts of high energy food, and 5 bottles of water, plus water purifiers (they sell them in a small size at some stores). Carry underwear and a couple clothing items. Also, wear a heavy coat. Finally, take some family photos, and any medications/pills that you can find whether or not you currently take them.
