Blood is about pH 7.5 (see Andromeda Strain).
Sodium hypochlorite, the active ingredient in bleach is the sodium salt of a weak acid, so it probably has a higher pH (is more basic).

The pH of blood varies from 7.35 - 7.45 (slightly basic). Bleach is considerably more basic and has a pH of 11.0 - 12.5.
