Plan 9 From Outer Space, directed by Ed Wood. There's a scene where two cops are searching a cemetery, and you can actually see one of the cheap cardboard gravestones tip over as they walk by. Bela Lugosi appeared in the opening scene, but he died soon after filming it, so that his one-scene "character" has little to do with whatever plot the movie has.
Many film buffs consider Wood to be the worst director of all time. Tim Burton directed a very funny movie about Ed Wood's "career."
The worst in terms of violence and misogyny: a movie from the early 80's called I Spit On Your Grave. It is absolutely sickening, and without redeeming social value.

There's been a ton that were so awful I never sat through them all the way but the worst movie I've seen all the way through was Bloodrayne. That bastard who made that probably ruined a perfectly good game franchise.

Well Mars Attacks is the only movie that has ever made me fall asleep in the theatre, but I'd have to say it is a tie between Reality Bites and Feeling Minnesota.
