Mold is caused by..
Moisture on North facing walls
Go buy some Isopropyl Alcohol 70 % ok 90% better
clean the walls with Clorox and Water (lukewarm)
then rub the Isopropyl onto the cleaned areas
do not remove the alcohol leave it there for at least
5 days to kill the mold and spores that may remain
As for the caved in floor you do have RIGHTS
and safe flooring is one of them
If you have Children you can call Protective Services
however they may find you at fault if you don't move
AND the Landlord doesn't repair quickly
You can call the board of Health regarding the floor
but if it doesn't expose you to ground under the home
or outside air they won't be able to help
For the best local advise on who to call and what to do
contact your local RED CROSS office
they will always try to help you even if just to give you
a phone number.

Anytime you have water damage you get mold. Some mold is much worse than others-like the kind you can get around your tub. Bleach is the answer but your landlord is responsible and if he refuses to clean it up and fix it, turn him into your local health department and then pack because you will be thrown out. You don't want to breathe that stuff and you want to get out anyway. If you make claims that can damage someone, be sure to document your claims. Take lots and lots of pictures and get some reliable witnesses and notify your landlord in writing mailed return receipt that the mold is a health hazard and you expect it to be cleaned up immediately, that if it isn't cleaned up you will report him and be forced to move for health reasons and he will be responsible for all damages caused to you. Be sure you date your letter and keep a copy and the receipt. That way he can't claim damages from you and it's all on him. What a jerk. Mold is nasty.

Since this is a potential health problem, call your local Health Department and ask them. Your landlord has the legal responsibility to provide you with a healthy and habitable home or apartment.
Another source for help is to call the local TV station's consumer reporter and see if they will do a story on your apartment's condition. Often a very little bit of bad publicity (or even a call from the reporter) will do wonders to get a cheap landlord moving on the problem.
In the end of course you may have to see a lawyer. The legal aid organizations handle issues like this all the time for little or no cost.

The housing authority, and the State Board of Health. I'm sure they can get his attention. Especially if they threaten to condemn the building.
