I want to host a virtual ISP. Does anybody know where I can?

Some domain servers have ISP Hosting. Is there a cheap one? Or free?

How do you expect to run an Internet Service Provider for free? Where will you get your servers? Do you expect someone to donate the electricity, technacal manowper, telecom connections? Do you intend to sell your services? How do you intend to earn a living from it?
You need to think beyond the most fundamental level.
