call 911 to ensure that your respondsibility is covered (you called for help, she refused) so that her family can't sue when she dies/gets an infection/whatever

There really is nothing else you can do as you can't make a person seek medical treatment if they don't want it and a dr. will not treat someone who is refusing medical care because he could face getting sued. I hate to say this but if you and this person feel there might be something wrong but won't seek treatment they are ignorant. My mother refused to see a Dr. when her cystic breast disease got worse and there were symtoms that showed it might have turned to cancer and well the moral of the story is my mother died of breast cancer at the age of 58!! Tell this person that!

If the person is an adult there is not much to do about it. The only thing you can do is to encourage her to call you (or 911) later if she feels she needs to go. You can ask her to call the ER (or call for her) and ask their advice. Ask if they believe, based on your description of her injuries, if she needs to be seen on an emergency basis.

Yes, call 911, she can refuse to go to hospital, but they will treat her on premises.

Unfortunately, we can't exactly force someone to go when he/she doesn't want to as they may say that you are violating their human rights...However, if it is a major, serious case..I guess, the best people to advice her are the paramedics.. They handle these things better and who knows, with someone of authority advising her, she might listen...

you can't force someone who is mentally competent to seek medical care.... and calling 911 for a non-emergency issue is a waste of time and tax-payers' dollars.
