Go to AutoZone and rent a harmonic balancer removal tool made specifically for this engine (they should have them)
Jack up the right front of vehicle. Place jack stand in an appropriate place. Remove the right front wheel. behind the wheel, you will see a black plastic splash shield, remove this splash shield. Release the tension on the serpentine belt. Remove the belt from the harmonic balancer pulley. Remove the center bolt from the balancer. You will need an impact gun to do this. Install the removal tool, turn the bolt on the tool in and it should pull the balancer off without any problems.

Caution! This balancer takes a special puller tool to remove. I spent many years working in Dodge dealerships and have removed a zillion of these things. The center bolt of these things is very long and the puller set comes with a special pin that is inserted into the bolt hole for the puller to push against. Once ever before i have seen a common three jaw puller work for this using a smaller diameter "junk" bolt with the head cut off at just the right length. the puller he had was small and just happened to have the right curvature to the puller legs. I've seen a lot of people try this with common three jaw pullers that couldn't do it. The dealership has these special puller and pin sets issued to them by Miller tool corp. and Snap-on has now begun selling them as well. good luck!

Changing the timing belt? You need a special tool to pull it off. My son bought one from SnapOn, I'm not sure if Sears sells them. You might be able to rent one from an auto parts store that rents tools. It's called a harmonic balancer puller. without it, it's very difficult to remove, if you can get it off at all. It's not a generic puller, it's specially designed for Dodge and Mitsubishi engines.

You have a unique problem. Yes, normally you can go to most auto parts stores and buy a Balancer Puller. BUT Chrysler has installed a balancer that can only be pulled off by a special tool, from Chrysler. I wanted to replace the timing belt on my Neon and tried to do the same, but was forced to go to a shop, and the mechanic told me that he had to buy a special puller from Chrysler, that cost him $180. So unless you plan on doing a lot of this, have it done by a mechanic.

You probably need a bolt type puller cause a 3 jaw puller will probably rip it apart. In some cases, you may need a custom puller that they make just for cars like yours.

You should get a repair manual. They'll give you pics and instructions to assist you. You'll either have to rent or buy a puller tool. good luck.
