Chris, they are called clutch safety switch. Located behind the clutch lever near the top. It is a safety device that prevents you from starting a vehicle in gear.In an automatic tranny they are called nuetral safety switches

I've only seen this arrangement on cars that was pre-1960's. At that time it was not unusual to have a starter button on the floor.
The device you speak of was merely a paddle like, extension to the clutch pedal that would engage the button when the clutch was fully depressed.
Another neat device of the same era was Studebaker's 'Hill Hold'. If the brake and clutch were engaged simultaneously the brakes would automatically hold until the clutch was released freeing up the right-foot for the accelerator.

When you push the clutch in, it engages the transmission, so you can start your car without it lurching forward. So it is like putting your car in neutral, just like when you change gears, it is in neutral so you can put in another gear. Unlike automatics, which require the car be in the parked position. A manual transmission is different.
