He didn't have one the first term because he took over for a president who died in office. This was before the amendment that had a new president appoint a vice-president. Barkley was vice-president during his second term.

He didn't have a VP for the 3 1/2 years he was finishing FDR's term. In the past it hasn't been customary for Presidents to nominate new VPs (although that changed with Ford and Nixon) Alben Barkley was on the ticket with Truman when he ran for reelection and was the VP for the second term.
