Too many bigs eat all the smalls, no more food. All bigs die.
Reduce number of bigs, sustainable population of smalls survive, They reproduce to provide food for the bigs.

Because people are just stupid enough, not to think of the wildlife living here...
Just simple as that.
No one will make a law to make this illegal...
So, just blame people, and I have not seen anyone protest about this as much as other stuff.
