If we don't have to use all the numbers, then we get
3
6 + 3 - 2
3 - 2
6
2
as the simplest solutions.

If we do have to use all the numbers then it's a little harder.
6 + 11 - 15 - 2 + 3
6 + 11 - 15 + 2 + 3
6 + 11 - 15 + 2 - 3
15/3 + 6×2 - 11
6 / (3×11 - 2×15)

3. Average of 6th-9th games was (23+14+11+20)/4 = 68/4 = 17.
The first 5 games had a lower average than this, so must have scored less than 5*17 = 85 points in total.
After 10 games the average is greater than 18, so the total must be greater than 10*18 = 180.
So minimum total after 10 games = 181 points
maximum total after 9 games = 84 + 68 = 152 points.
So minimum possible score in the tenth game is 181 - 152 = 29 points.
