There are things for teens to do but not in the nature of clubs.
The old Panama City Beach we had the Hang Out,Mirical Srip and PettyCoat Junction Amusment parks.There were several smaller concert sites and arcades all down the strip.
Several of the condo and resorts have programs geared for the teens.

Yes. There is a lot of congregating in the streets, on the beach, and near resorts. There are carnival type businesses all along Front Beach Drive such as putt-putt, food, mazes, etc.

There is a lot to do - EZ to get in a bind!!
DO NOT bring any drugs!! When the traffic stops on the main drag the dope dogs are every 20 feet. You will get caught.
Lots of fun. The cops are pretty good except for the underage drinking and dope.

Yea club la vela and a bunch of putt putt. Both suck.
