You answered your own question. Genetics. Most Asians have dark hair. They have children with other dark haired Asians...etc etc so on and so forth. You get a gene pool that codes almost exclusively for dark hair.

There are asians with natural blonde hair, just very rare. Ive included a link. Its all genetics... there are instances of aboriginals with blonde hair also.

interestingly enough...
but there is a remote village in china where the people have distinctively roman features--pale skin, prominent brows, and blonde hair--but yet and still these people are culturally chinese. it is believed a lost roman legion took up residence in the village and intermingled with the natives.
(remember...russia is also in asia, and i know many blonde russians)

in order to have blonde hair you need to possess the gene or genes responsible for blonde hair.
most asians don't possess that gene.
