In the workplace or in a school environment? Just curious.

It would be if there is a stated policy against it. I'm not saying it's right if there is no stated policy, but in most policies, anything said that is sexual in nature, and you or someone else find offensive, and you've told the person(s) to stop, and they do not, can be deemed sexual harrasment.

In a word, yes.

Legally speaking, if it makes anyone feel at all uncomfortable, if it disrupts work at all --including slowing down the usual workpace-- it is considered to be a form of sexual harassment. The person being talked about does not have to be present or even part of the workplace (or be in the school in any capacity), and anyone overhearing what's being said can be considered to have been sexually harassed though the trash talker wasn't talking to them. The law is pretty comprehensive on this.

ABSOLUTELY NOT .... ; however,

If it were my mom - a death penalty would certainly apply with an immediate carry out ... not like those who wait without mercy on death row for many, many years ... having to eat the prison foods and take showers with others while the guards get off...

I am merciful and would pay you what you rightly deserve - and that is much more merciful than cutting off your lips and pulling out your tongue ... considering as well that you could still write letters ... I would show you utmost mercy if you desired to say such things about the woman who gave birth to me and raised me the best she could - I would be so kind and m e r c i f u l l l l l l l l l ...

It depends on the context in which the conversation takes place, among other things. It may not be sexual harassment, but it is certain inappropriate.

sounds terrifying and ... on the mother mostly. The fact that in some pretty successful TV soaps likewise happens doesn't mean is normal and acceptable

can be, depending on the guidelines set up by that company or school and/or the sensativity of the person you are talking to, or others in earshot of the conversation.
