How so? A paradox is when a question has 2 right answers that are incompatible with each other (such as "the ball is red and the ball is blue").
Spy satellites are small orbiting telescopes/cameras intended to take images of specific locations on Earth (for all kinds of political and military reasons).
I don't see the paradox.

If you mean a spy is supposed to be secret you are right.
The satelite can't be hidden. What it might see is known, though one doesn't always know how well the satelite can "see".
