Even if he or congress had the legal authority to do so (they don't)---the people, and i bet much of the administration, would not stand for it.
In addition, even Presidential elections are administered by the States, not the Federal Government, and Bush has no direct control over their administration.

He cannot. His authority to declare a National Emergency in that context (for that purpose) requires Congressional approval.
And Congress may be stupid, but they are not going to allow him to take the final step into turning this country into a dictatorship -- Bush has already come too close to that on his own.
