The Democrats are unable to change any strategy in Iraq because they don't have enough votes, but at least they're trying and the Republicans who vote against change in Iraq will face a difficult race in 2008. The 2008 elections should be another bloodbath victory for the Democrats and Americans are profoundly disgusted with the GOP for staying the course on a failed "strategy".

What you see are the birth pangs of impeachment. That would start in the House and go forward under Democrats in control of the agenda. Not having the votes in the Senate never stopped the Republicans. The Democrats objective is to have every American glued to the TV before the Nov. 2008 elections.
The Democrats have no other option other than the impeachment of Bush and Cheney. BTW, Democrats in Congress have already ended the surge in July of 2008 all troops must leave Iraq.

Congress is stupid.

Congress could end the Iraq occupation immediately if they bothered to actually act like a real branch of govt.

Simply cut of funding. Period. The president cannot veto that, as Congress has sole control over initiating any budget bills and sole authority to allocate federal funds. See Article I Section 8.

Congress doesn't need to pass any laws ordering Bush to withdraw the troops. They just do what they've done with states for over a century -- withhold all funds until Bush complies. If Bush doesn't comply, he doesn't get any more money. Simple.

Problem is, Congress as a whole are political cowards who will not stand up for the courage of their convictions (if they have any). So, they get steamrollered by the one with the stronger beliefs. Foolish, and self-destructive.

Maybe, they are not to bright, but it is a political thing to make Bush look bad He is the commander in chief and they can do nothing about it. Even if Hillery Rotten Clinton gets into the White House, she will not pull all the troops out. Peace
