The French come across as arrogant. They have passed laws in their country that fines people for using non French words. They insist that only they are experts on any given topic. They openly snub anything that is not French.

What 'world survey'? I can think of a few other nations that would easily surpass them in a race toward the bottom. This is an absurd statement - I think maybe you haven't watched/read the news in quite a while - if ever.
