An internship with a producers, director, ect....?

Internships working with directors and producers on set are very rare. Reserved usually for friends. You can get the same experience though interning for a production company.

Generally you need a college degree.

Then you can apply to the Producer's Guild for their Assistnat Directors program or to the Editors Union for their program. The Cameraman's union might also have a program

The pay is $300 a week. It's a one or two year program.

You have to get to Los Angeles yourself.

20,000 people generally apply and they pick like a dozen each year.

First, get a good reliable agent. has a reliable list on their website. Go to every possible audition you can find, and don't be disappointed if you don't get the part, the right gig will come. Have a good clean resume and professional head shots. It's always a good idea to do community theater in between auditions to update your resume. The more things you have on it the better. Looks like you may have to do it yourself. I can't imagine why you would need a college degree. Find out where film production offices are and go to them and volunteer to help. See what happens.
