PayPal doesn't sell anything. Shipping and handling charges are between the buyer and the seller and become part of the total price.

When paying with VISA, who pays for the shipping and handling? Visa and PayPal are both methods of payment. Neither actually cares what the payment covers. E-Bay only administers auctions. In both cases, the actual sale is a private transaction between buyer and seller. Normally the seller actually pays the shipping company. They may or may not charge the buyer.

Paypal is just a way to pay and collect money, and has no interest in who is paying for what. Responsibility for shipping costs depends on the agreement between buyer and seller. On ebay and with most companies, it's typical for the buyer to pay the shipping costs, but some companies sell their goods including shipping costs so the seller pays it.

Generally no matter what payment method you use, a buyer pays shipping and handling.
