Because XOXO means hugs and kisses-NOT kisses and hugs.
'Just my opinion though. Some people believe differently. :)

Since it's signed, "XOXO" and people always say, "Hugs and kisses" I would assume that X's are Hugs and O's Kisses.

You wrap your arms around a person. and a 'o' goes all the way around.
As for xXx- don that mean kisses? You never signed that? To be honest, I don know how I know that- I just do.

X's are definitely kisses. Why else would people put them in cards, letters etc? You wouldn't sign off a love note "cuddle cuddle cuddle" would you? NO! You sign off "all my love, XXX - kiss kiss kiss". It's obvious!
