well if you have replaced these components then it should be working. splice the wires and make sure you or getting power threw them. if not track down the wire threw out your vehicle and find were it lost the power at. read a diagram of your electrcal system and find out how many places that wire travels before it get to the back. other wise splice into your stop light harness and run a wire from your park lamps and run the plate off of that.

Use a voltmeter to check. Work from the bulb and wiring back to the fusebox. Wires can break internally to the insulation and the ground wire/connection can also be the problem.

It sounds like you either have a bad or broken wire, or there is no ground to the light.
