When he put the toilet back somehow it leaked and the floor was all water.I walked on the tile to turn off the toilet and need i say, swoosh, swoosh. I picked up the tile that was in the low spot. I know I have to regrout. my problem is how do I fix the low spot for that one tile to be put back.

simply use more tile adhesive.
i did this and it is still in place 3 years later - just be prepared to dig out excess adhesive from the grout line so you have grout room.
good luck!

If you are using thin set to adhere the tile just use a little more and place the tile carefully gradually pressing it into place until it is level with the rest of the tiles. wait at very least 48 hrs. to set properly before grouting, be sure to use a new wax ring when re-installing your toilet. Inspect the toilet very carefully for any cracks in the porcelain and place it with care. Then run a nice fine bead of silicone tile caulk where the toilet meets the tile. This should get you back running again.

You must have been gone for a long time because you don't grout tile until the adhesive is dry. Usually overnight. If you could remove one tile because of the leaking water, the rest will be coming up also. You have more problems to worry about than just the low tile. Your underlayment is probably soaked.
